Zhang Chonghe pointed out that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China drew a blueprint for the development of the 15th Five-Year Plan, and it is an important political responsibility of the light industry system to deeply study and implement the spirit of the plenary session. He shared seven experiences in the field of light industry in combination with the actual situation. He emphasized that during the "14th Five-Year Plan" period, the total economic volume of China's light industry continued to grow and the innovation capacity was significantly enhanced, which has built a solid foundation for high-quality development. The "15th Five-Year Plan" is a key five-year for light industry to leap from a "great country" to a "strong country".

Focusing on the goal of a strong country in light industry, Zhang Chonghe put forward the "Eight New Quality Development" measures. In terms of innovation, by 2030, the total number of innovation platforms such as light industry key laboratories will exceed 300, and the proportion of R&D investment of the top 100 enterprises will reach 4%; in terms of quality improvement, it is planned to cultivate 180 single champion enterprises and 1,500 "little giant" enterprises; in the field of green transformation, we will promote the national green factory With more than 1,500 units, the energy consumption of the unit output value was reduced by 10%. In addition, we will make efforts from the dimensions of intelligence, clustering, fashion, etc., to promote the integration of digital technology and light industry, and cultivate 500,000 high-skilled talents.

Zhang Chonghe made it clear that by 2030, the operating income of young industries will strive to exceed 30 trillion yuan, and the total exports will exceed 1.1 trillion US dollars. He stressed that the whole industry should be closely united around the Party Central Committee and transform the learning results into practical results of development.
